Mobile Operator provides SMPP connectivity to External Organizations(like Banking) or to SMS Aggregator(Middle man who gives bulk sms commitment to operator and resells SMS Capacity at protiable cost).

So if you want to integrate your application/workflow with SMS, then you have to buy it from SMS Aggregator as Operator's don't sell it directly.

What Facilities are offered
SMS aggregators offer SMPP or HTTP connectivity to push sms through their route.For workflow Automation, HTTP Connectivity route is more preferable.
